IRCC rules for a language course in Canada: when you can study 6 months without a permit, when you need a DLI study permit and PAL, and why SDS no longer exists.

The short answer
IRCC lets you take a course of 6 months or less in Canada without a study permit if you finish it inside your authorised stay. A longer English programme needs a study permit from a designated learning institution. The Student Direct Stream closed on 8 November 2024. Most new study-permit files now need a provincial or territorial attestation letter from the DLI's province. Visitors cannot work as students.

When a Canada English course needs no study permit
IRCC says you do not need a study permit for a programme that lasts 6 months or less. The course must finish inside the stay granted at entry. A 12-week ESL block can fit. A 9-month pathway cannot. Studying without a permit does not give student work hours or a simple switch into a degree.
Student Direct Stream closed in November 2024
Canada Gazette instructions ended SDS at 2 p.m. EST on 8 November 2024. New files use the regular study-permit stream. Do not buy a GIC or language-test package because a blog still says SDS. Confirm the live IRCC study-permit checklist for your country.
Study permits, DLIs and provincial attestation letters
A course longer than 6 months needs a Letter of Acceptance from a designated learning institution. Most new college and undergraduate study-permit applications also need a PAL or TAL from that province. IRCC tells students to get the letter through the DLI. Language-only private programmes are not automatically exempt. Check the IRCC PAL tool for your exact case.
Do not treat a tourist stay as a back door into college
Most visitors must apply for a first study permit from outside Canada. A narrow inland exception exists after a short prerequisite language course required for a DLI main programme. That path still needs the right letters and often a PAL. Arriving as a tourist to 'figure it out' is not a plan.
Cape Town as a cheaper alternative to Canada ESL
Cape Town undercuts Toronto and Vancouver on a 3–12 month English budget because tuition and homestay are priced in rand. EnglishHubSA's cost guide puts Cape Town living costs, excluding tuition, around USD 700–1,100 a month. Canada wins if the real goal is a DLI degree, not English itself. Cape Town's limits are neighbourhood safety habits, a long-haul flight, and weak work rights on a language visa.

Can I work in Canada while studying English as a visitor?
No. A 6-month course without a study permit does not create student work rights. Do not fund Vancouver rent with hoped-for wages.
Can I still apply through SDS for 2026?
No. SDS ended on 8 November 2024. Use the regular IRCC study-permit process and the current document list.
Does a stand-alone English course always need a PAL?
If you need a study permit, run IRCC's PAL/TAL tool. Short courses under 6 months often need no permit and therefore no PAL. Longer DLI programmes often do.
